A Slovak State was proclaimed on 14 March 1939, and the next day Hungary occupied and annexed the remainder of Carpathian Ruthenia, and the German Wehrmacht moved into the remainder of the Czech Lands. On 16 March 1939 the Protectorate of Bohemia and Moravia was proclaimed after negotiations with Emil Hácha, who remained technically head of state with the title of State President. After a few months, former Czechoslovak President Beneš organized a committee in exile and sought diplomatic recognition as the legitimate government of the First Czechoslovak Republic. The committee's success in obtaining intelligence and coordinating actions by the Czechoslovak resistance led first Britain and then the other Allies to recognize it in 1941. In December 1941 the Czechoslovak government-in-exile declared war on the Axis powers. Czechoslovakian military units took part in the war. British occupation policy was similar to that of the United States, but with a greater focus on economic problems. The British Occupation Zone included the Ruhr industrial region, which had experienced the heaviest bombing and therefore faced the greatest shortages of housing and food. Initial British occupation directives were concerned primarily with economic considerations and food supply.
