Different manufacters seem to have different 5th wheel heights. Unless drivers are dropping them intentionally like this.

a) Before using on a road a vehicle or vehicles to which this paragraph applies, the owner shall give notice of the intended use to the Chief Officer of Police for any area in which he proposes to use the vehicle or vehicles.
